Business Culture Overview A brief overview of Etiquette/Relationships, Business Negotiations, and Communication when dealing with business in Turkey. Etiquette and Relationships Business etiquette in Turkey revolves around personal relationships. Appointments are necessary and should be made in advance. Avoid making these appointments during Ramadan and the months of July and August. Be punctual, although be prepared to be kept waiting for appointments or meetings. Small talk is welcomed during business meetings, do not open up with the business matter at hand immediately.Have all documents in English and Turkish, as well to include charts, graphs, and visual aids. When dressing for business in Turkey, it should be conservative. Exchanging of business cards is a sign of trust from most businessmen. It is important to shake hands when entering, however not so when departing. Business Negotiation Always come to Turkey knowing two things. Success is defined by your ability to establish to build effective personal relationships. Business is personal. Many businesses are still family run although it is changing with MNC’s growing fast.The first meeting is purely social, then from there it will be about business. Do not include any surprises or mystery to your proposal. They are more inclined to visual objects, so include charts, graphs, statistics in presentation. Decision making tends to be slow, it has to pass from less senior members all the way up the hierarchy. Turkish businessmen will start at extremes to engage responses. Know your target figure and work to compromise to a number in the middle. Do not use any pressure tactics or abrupt deadlines because they will just reverse this tactic right back at you and it may drive them away from the deal.Communication Turkish people prefer to conduct business with people they are very trustworthy of. Courtesy is crucial in all business settings. Stand close while conversing, do not back away as it considered ru de. Do not be impatient, many initial questions will not be about the topic at hand, but rather about family, children, soccer and more. Turks are proud to answer questions about their history, culture, but avoid political history. It is vital to maintain eye contact while talking, it is a sign of sincerity. Make sure any gifts are appropriate if given. It is not customary for them to exchange gifts in a business setting however.

Legalization of Marijuana Essay

The terms ‘weed’ or ‘grass’ strike meaning to many Americans. When thinking of these terms, they are commonly associated with having the ‘munchies’ also known as being extremely hungry due to the side affects of smoking marijuana. What most Americans don’t realize is the benefits that can come from legalizing marijuana because their minds are clouded by the stereotypes associated with the average ‘pot smoker’. Dismiss the corny jokes and stereotypes for a second and consider the truths that are unveiled. In Timothy Egan’s â€Å"Give Pot a Chance,† Egan looks beyond the stigma of smoking weed and points out the benefits that will come from legalization. Although the government is wrongfully hindering us from legalizing marijuana, it should be a national wide policy due to the large benefit of tax regulations that will and has already arise. Egan starts his opinion with three main arguments: marijuana related drug wars, hypocrisy, and the most important argument he points out is the tax revenue that will be generated. Drug related wars are extremely prevalent today. Egan states that there are over 853,000 arrest made for marijuana related offenses. 60,000 people have been killed because of drug wars and violent crimes regarding the distribution of marijuana. Many people are being affected by the violence of the underground markets. He briefly goes over statistical numbers and significant data to further emphasize his argument for legalization. He quickly delves into the hypocrisy of not legalizing marijuana. He explains how our sports industry would completely collapse without all the legal drugs provided by various companies. Popular products include five-hour energy, red bull, and other pills for other uses. He points out how there were thousands of illnesses and fatalities regarding Five Hour Energy. This is an over the shelf product that can be obtained by anyone. In retaliation, Egan brings up how there are little to no people dying from marijuana ingestion. This also brings attention to one of the most common argument as to why people oppose legalization: that it is  unhealthy for the human body when taken in large doses. Although not explained very well, Egan points out the hypocrisy in the rationale of people thinking this way. Any substance taken in large doses is harmful to any human. Even something as healthy as water is bad in large doses. Although this is not a big part of his argument and does not explicitly say why marijuana is good for one or for the nation, it leads up to and adds to his claim of legalizing marijuana. The main argument for legalization and data that Egan gives is the tax revenue that will come from it. Egan arrives at this data by carefully studying the states that already have legalized medical marijuana including the District of Columbia and 18 other states. Washington State officials estimate that licensed marijuana stores will generate 532 million dollars in revenue every year. On top of that, legalization will decrease all the billions of dollars currently wasted on prosecuting and investigating marijuana cases. Money is being wasted on investigating marijuana cases while in reality most do not even get prosecuted or even fined. Since it is legal in some states and not others, enforcement of marijuana laws are clouded making the United States lose more money. If all states had the same rules it would be easier to regulate and gain an abundance of tax revenue from. Legalization of marijuana will benefit the United States as a nation. Egan agrees that a â€Å"whiff of positive and even monumental change is in the air†. He claims that legalization will benefit us tremendously in many ways, but specifically with the generation of revenue from tax. An influx of money from marijuana taxation would greatly help the United States with financial debt. Egan explicitly links his data to his claim by openly asking his audience to consider his data and apply it to the whole nation and then stating that the taxation would help the United States. He explains that the success from the state of Washington proves that other states will strive as well, thus adding to the success of the nation as a whole. Because there are so many issues and contradicting conflicts surrounding the issue of marijuana, Egan has to state his warrant to further emphasize his reasons for legalization and make apparent the change that could happen. The rhetor, Egan, suggests that the change will most likely happen by stating that â€Å"Obama is uniquely suited to make the argument for change. On his issue, he’ll have support from the libertarian right and the humanitarian left.† Egan implies that since 19 states have  already legalized the use of medical marijuana, many states will follow in their footsteps so it is only a matter of time. Unfortunately Egan had a very powerful qualifier that was not adequately explained. Egan implicitly argues that we, as a nation, should not wait for other states to slowly make the change to legalize. Obama and his administration have the power and more importantly the support to change it now. The lack of explaining this weakened a crucial part of his argument for national legalization. Egan believes national legalization should is needed soon rather than legalization by individual states. At the end of his speech he starts delving into his opinion he quickly adds how the law system is not enforced enough. Egan argues that with legalization nation wide, everyone would be on the same page, which is completely true. With nation wide legalization, the issue of use and abuse can be properly discussed and determined. He uses the example of alcohol and how campaigns against drunk driving have saved countless of lives when alcohol is so easy to obtain. This could be the same way as marijuana. With proper laws, marijuana could be regulated efficiently and safely. Unfortunately he only briefly states this and does not fully explain it clearly. He is implying that marijuana is a problem because congress has chosen to make it a problem because they decided not to deal with it. I thought this did not necessarily weaken his argument but left his audience thinking. Egan was successful at proving his point because of his strong claim, data, and warrant. He chose an engaging and interesting claim that is relatable to many Americans. The sets of data he chose to support his argument was tacitful because all Americans can benefit from money therefore everyone is in some way going to benefit from legalization. Egan makes clear the clouded stereotypes and stigma of marijuana and illuminates the truths involved. No matter our opinion or feelings on the issue, the presentation of information for the audience makes a very convincing argument. All information supplied to the National Statistics Office is treated as strictly confidential. This information is used solely in the compilation of statistical reports. No information on individual returns can be given to any external public or private entity. The National Statistics Office (NSO) is the major statistical agency responsible in collecting, compiling, classifying, producing, publishing, and disseminating general-purpose statistics in the Philippines. Transferred to the BCS were the powers, functions and duties of the Statistics Division of the Department of Agriculture and Commerce; Civil Registry Division of the National Library; and Statistics Division of the Bureau of Customs. Also transferred to the BCS were the personnel, equipment, unexpended appropriations, records, documents, supplies and other property upon or prior to the completion of the census taken in accordance with the provision of C. A. 170, the act creating the Commission of Census. On January 1, 1941, the BCS was transferred (under Executive Order No. 392) to the then Department of Trade. Presidential Decree No 418 issued on March 20, 1974 reconstituted the BCS into a new agency known as the National Census and Statistics Office (NCSO) under the administrative supervision of the National Economic and Development Authority (NEDA). In 1987, by virtue of Executive Order No. 121 entitled â€Å"Reorganizing and Strengthening the Philippine Statistical System and for Other Purposes†, the NCSO was renamed National Statistics Office (NSO) under the administrative supervision of the Office of the President. Executive Order No. 149 dated December 28, 1993 was issued by the Office of the President entitled â€Å"Streamlining of the Office of the President†. By virtue of this order, the NSO was placed again under the administrative supervision of the NEDA for effective policy and program coordination and integration. Executive Order No. 5, approved on October 23, 1999 is the most recent development. It mandated the â€Å"Strengthening of the National Statistics Office†. The order strengthens NSO through decentralization of statistics generation activities, transformation of Central Office Units into more developmental planning and evaluation units, and increased application of information technology in its operations to efficiently and effectively perform its mandated functions. 1. The main justification for this choice was to make a comparison of the unionization tendencies of workers coming from two types of economies – one urban and the other rural; one which has a high union density as against another with a relatively low union density; one which is principally an industrial economy and another which is basically agricultural. In this sense, respondents from the Metro Manila stood for those workers coming from the urbanized, industrialized, and highly unionized parts of the Philippines, while Ilocos Sur respondents represented workers coming from the rural, agricultural and low union density regions. It was also a means to explain the non-union phenomenon in light of the socio-cultural differences of the respondents, one set of workers being composed of mixed ethnic groups, and the other predominantly Ilocanos. It was also a means to test whether rural workers, or in the case of this study, Ilocanos, are less interested in unionism and union-joining as they are observed to be thinly unionized. Moreover, the study focused on an examination of the factors influencing the propensity to unionize from the standpoint of the worker (meaning, an individual level analysis) and hence, excluded the study of management preferences or union preferences. One other limitation of the study was its coverage that made it prone to sampling biases. The limitation of the sample to employees working in companies employing 20 or more workers left out workers from smaller companies that are potentially organizable; other cultural groups (Visayans, Muslims, Cordillerans, Bicolanos, etc. were left out in view of the fact that the scope of the study included only rRegion 8; and the focus of the study on the individual level missed some explanations of the determinants of union-joining behavior that might come from other factors, such as those coming from managers and employers with their perceived anti-union ideologies, the apathy of trade unions and labor federations toward organizing the unorganized workers, in addition to some other explanations that may come from other possible sources, like government industrial or labor relations legislation. It focuses on how the proposed system will be able to contribute a lot for the students in terms of showing their grades. Many renowned thinkers devoted efforts to understand development better consequently theories of development have emerged. Ingemar Fagerlind and Lawrence J. Saha (1983) cited at least four clusters of development theories, namely, the (i) classic cyclical theory, which includes the Greek and Roman views of the never ending cycles of growth and decay of all material things, including nations and civilization; (ii) Augustinian Christian theory, which represented the views of doomsdayer who sees the world as heading toward major catastrophe, including the threat from a nuclear war or the explosion of the population bomb; (iii) linear theory, represented by optimists who see development as a never-ending progress; and (iv) cyclical linear theory which combines the essence of the conflict orientation of the cyclical theory and the optimistic orientation of the linear theory. By and large, people who see a dynamic interactive relationship between education and development are advocates of the linear model theory. Within this model, however, are three groups of social scientists, namely, the so called structural functionalists (e.g. Talcott Parsons and Robert Merton), the human capitalist theories (e.g. Theodore Schultz), and the modernization theorists (Alex Inkeles). The human capitalist theory and to a certain extent the modernization theory constitute the framework for building cases to show that education enhances development. The human capital theory postulates that the most efficient path to national development lies in the improvement of a countrys population. And of course, educators and almost all socio-economic planners are convinced that the best way to improve the population is through various forms of education and training Those who think of education as crucial to development also draw inspiration from the modernization theory. Alex Inkeles and his colleagues think that to modernize is to develop. Society cannot develop unless its population holds modern attitudes and values. They see a direct relationship between education and socio-economic development, in that education brings about a change in outlook in the individual which promotes productivity and work efficiency. Education has a modernizing influence on values, beliefs and behaviours which make human beings more development-oriented. Viewed from the modernization theory, education is called upon to re-orientate and/or suppress beliefs, attitudes and values which tend to obstruct the initiation of the modernization process. EDUCATION, DEVELOPMENT AND HUMAN CAPITAL THEORY S.G. Strumlin first attempted to quantify the role of education in economic growth in 1925. It was not until the late 1950s and early 1960s that interest in the study of the nature of the changes occurring in the different sectors of the economy in the United States of America pushed economists to search for explanations. Some of these economists such as Denison and Solow found out that a large part of growth in Gross National Product (GNP) in the United States over the first half of the 20th Century remained unexplained when they tried to attribute the growth to conventional economic factors. Even after taking into account increases in real physical capital like equipment, structures and the like, and total number of hours worked, a large residual still remained to be explained. However, they came to realize that important qualitative changes in the labour force had occurred. People were more productive for each hour they worked because of the greater skills and knowledge they posse ssed. The assumption was made that formal education was instrumental to these high levels of productivity that they were observing in the economy. Economists such as Schults and Becker, and economists of education such as Welch and Hoffman explained a part of the residual by what they called Human Capital of which education through formal schooling was considered a major factor. It is the view of Fagerlind and Saha that one of the first systematic articulations of the Human Capital Theory occurred in 1960 in Theodore Schultzs Presidential Address to the American Economic Association on the topic investment in Human Capital. In the address, Schultz suggested that education-was not to be viewed simply as a form of consumption but rather as a productive investment. He also argued that an educated population provided the type of labour force necessary for industrial development. Proponents of Human Capital Theory assume that formal education is highly instrumental to the improvement of the productive capacity of a population. The improvements of the productive capacity of the human work force in this sense is a form of capital investment. Human capital theorists postulated that the most efficient path to national development lies in the improvement of human capital through education. They also contended that the two pre-conditions for economic growth and development in any nation were investment in education and improvement in technology. Klees and Wells put this argument as follows: Human Capital Theory considers educational activities explicitly as investment that contribute to efficiency now and growth over time. From this perspective, education develops an individuals productive skills and therefore yields benefits over time to the individual and to the society as a whole. Thus we can evaluate, at least in part, the relative worth of allocating resources to educational activities compared to other alternative uses of these resources by examining educational costs and benefits. This framework has provided the basis for a considerable amount of educational resource and policy through the developed and developing world. This orientation championed by Schultz and Associates dominated the thinking in Economics of Education throughout the sixties. It formed the basis for manpower planning models used in forecasting educational enrollments required for specific development needs. Human Capital Theory also gave economists the conceptual tools with which to link man -power demands, their changes over time in response to economic growth and the educational system; and to incorporate them into elaborate national development plans and growth targets. Four manpower planning strategies or guidelines emerged from Human Capital research. They are the Social Demand Approach, the Manpower Requirements Analysis, the Cost-Benefit or Rate of Return Analysis and the Optimum Allocation of Resources Method. The social demand approach assumes that education is a social good. It is believed that its expansion as the demand arises will eventually result in benefits for the society. Therefore the state should bear the costs of educational expansion. Demographic data and social conditions are used in planning educational provisions when using this approach. Manpower require-ments for certain economic production targets can be estimated and produced through the formal education system. Planning education using this technique involves estimating skill requirements for certain occupational categories needed for economic development over a period of time. In cost-benefit analysis, estimates of the costs of acquiring various levels and kinds of education and the benefits associated with each kind and level are made. The assumption is that the value of the ratios so estimated would guide planners in decision-making with respect to the kinds of education to be offered or changed. In so doing, competitive rates of return on investment in education relative to other investment portfolios in the conventional capital markets can be maintained. The method used in optimum allocation of resources is to describe the principal relationships between education and other sectors of the economy and then to allocate resources optimally, given some objective functions and constraints. In general, linear programming techniques are used to derive the education production functions. In most developing countries, the manpower requirements approach was used as a guideline to relate educational planning to economic needs. A survey in 76 countries in 1968 showed that 65 of them had educational plans modeled after the manpower needs of the country. How-ever, as Sobel pointed out, protagonists of the manpower planning approach subsequently developed systematic mathematical models integrating manpower needs and educational planning which resulted in a proliferation of single-occupation studies in virtually all societies by each university or national university system, governmental manpower department, education ministry or vocational training department. Linear programming techniques were used to combine rates of return or cost-benefit analyses approaches with manpower requirements techniques to generate models of demand for education from the expected level and distribution of output in a given economy. These were done in an effort to ascertain whether the resultant manpower and education mix would maximize the growth of Gross National Product, maximize the excess of benefits over the costs of education. Most of the research findings showed that in country after country, a correlation exists between levels of education and subsequent lifetime earnings. In a comprehensive research study, Psacharopoulos standardized 53 rate of return studies for 32 different countries and sought to determine what generalizations could be made from the results. Some of the findings are as follows: * rates of return are generally higher in less developed countries; * primary education tends to yield the highest returns; * returns to human capital exceed those on physical capital in underdeveloped countries but roughly equal those on physical capital in developed countries; and * differences in per capita income can be explained better by differences in human than in physical capital. This theoretical orientation of the Human Capital Theory, as Kless and Wells point out provided a basic justification for large public expenditure on the expansion of formal school systems in developing countries. Its appeal was based on the presumed economic returns to investment in education both at the macro and micro levels. Thus governments intensified efforts to invest in Human Capital so as to achieve rapid economic growth and development.The obvious policy implication for most governments given the results of such empirical research was to expand enrollments and to provide for a longer period of schooling in order to maximize the benefits from schooling. In Africa, a Conference of African States on the development of Education in Africa was organized by the United Nations Economic Commission for Africa and the United Nations Educational, Scientific and Cultural Organization (UNESCO) from May 15 25, 1961. The Conference, as Thompson noted, firmly grasped the concept that education was an investment in productivity and urged that educational provision should be planned continuously in relation to manpower needs at all times. EDUCATION, DEVELOPMENT AND MODERNITY THEORY Another dimension from which the relationship between education and development was vigorously examined and explicated during the 1960s was in the social psychological and sociological formulations of modernity theory. Modernity theorists argued that modernization is essentially a social-psychological process through which a country becomes modern only after its population has adopted modern attitudes, values and beliefs. They tried to show that there were causal links between modernizing institutions, modern values, modern behaviour, modern society and economic development. They maintained that the creation of modern values can be planned. Particular social institutions like the school, the family, the media and the workplace were identified as being of extreme importance in the emergence of modem values. However, most modernity theorists placed considerable emphasis on education because the school was perceived as a major agent in producing the skilled manpower and the modem attitudes and values necessary for the existence of a modern society. In the early postà ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬World War II era, approximately twenty societies were regarded as highly modernized and roughly another ten to twenty were depicted as having passed a threshold on the path to modernization. Definitions of modernized varied. Some noted structural features, such as levels of education, urbanization, use of inanimate sources of energy, and fertility. Others pointed to attitudes, such as secularization, achievement orientation, functional specificity in formal organizations, and acceptance of equality in relationships. Conscious of the ethnocentric nature of many earlier explanations for growth in national power and income, social scientists in the 1950s and 1960s generally omitted cultural traits associated closely with Western history from definitions of modernity. Yet, given the rhetoric of the Cold War and a preoccupation with democracy in U.S. national identity, political institutions became a central factor in many definitions. The theory of modernization normally consists of three parts: (1) identification of types of societies, and explanation of how those designated as modernized or relatively modernized differ from others; (2) specification of how societies become modernized, comparing factors that are more or less conducive to transformation; and (3) generalizations about how the parts of a modernized society fit together, involving comparisons of stages of modernization and types of modernized societies with clarity about prospects for further modernization. Actually, reasoning about all of these issues predated postwar theory. From the Industrial Revolution, there were recurrent arguments that a different type of society had been created, that other societies were either to be left permanently behind or to find a way to achieve a similar transformation, and that not all modernizing societies had equal success in sustaining the process due to differences in economic, political, and other institutions. In the middle of the 1950s, these themes acquired new social science and political casting with the claim of increased rigor in analysis. (Modernization Theory Defining Modernization Theory Modernization Theory Modernization theory is a description and explanation of the processes of transformation from traditional or underdeveloped societies to modern societies. In the words of one of the major proponents, Historically, modernization is the process of change towards those types of social, economic, and political systems that have developed in Western Europe and North America from the seventeenth century to the nineteenth and have then spread to other European countries and in the nineteenth and twentieth centuries to the South American, Asian, and African continents (Eisenstadt 1966, p. 1). Modernization theory has been one of the major perspectives in the sociology of national development and underdevelopment since the 1950s. Primary attention has focused on ways in which past and present premodern societies become modern (i.e., Westernized) through processes of economic growth and change in social, political, and cultural structures. In general, modernization theorists are concerned with economic growth within societies as indicated, for example, by measures of gross national product. Mechanization or industrialization are ingredients in the process of economic growth. Modernization theorists study the social, political, and cultural consequences of economic growth and the conditions that are important for industrialization and economic growth to occur. Indeed, a degree of circularity often characterizes discussions of social and economic change involved in modernization processes because of the notion, embedded in most modernization theories, of the functional compatibility of component parts. Although, there are many versions of modernization theory, major implicit or explicit tenets are that (1) societies develop through a series of evolutionary stages; (2) these stages are based on different degrees and patterns of social differentiation and reintegration of structural and cultural components that are functionally compatible for the maintenance of society; (3) contemporary developing societies are at a premodern stage of evolution and they eventually will achieve economic growth and will take on the social, political, and economic features of western European and North American societies which have progressed to the highest stage of social evolutionary development; (4) this modernization will result as complex Western technology is imported and traditional structural and cultural features incompatible with such development are overcome. For example, in the social realm, modern societies are characterized by high levels of urbanization, literacy, research, health care, secularization, bureaucracy, mass media, and transportation facilities. Kinship ties are weaker, and nuclear conjugal family systems prevail. Birthrates and death rates are lower, and life expectancy is relatively longer. In the political realm, the society becomes more participatory in decision-making processes, and typical institutions include universal suffrage, political parties, a civil service bureaucracy, and parliaments. Traditional sources of authority are weaker as bureaucratic institutions assume responsibility and power. In the economic realm, there is more industrialization, technical upgrading of production, replacement of exchange economies with extensive money markets, increased division of labor, growth of infrastructure and commercial facilities, and the development of large-scale markets. Associated with these structural changes are cultural changes in role relations and personality variables. Social relations are more bureaucratic, social mobility increases, and status relations are based less on such ascriptive criteria as age, gender, or ethnicity and more on meritocratic criteria. There is a shift from relations based on tradition and loyalty to those based on rational exchange, competence, and other universally applied criteria. People are more receptive to change, more interested in the future, more achievement-oriented, more concerned with the rights of individuals, and less fatalistic. Educational Reform and Human Capital Development. Aga Khan University Examination Board (AKU-EB) is a Federal Board of Intermediate and Secondary Education established by Aga Khan University (AKU) in response to demand from schools for more appropriate school examinations. AKU-EB was founded in August 2003. It offers examination services to both Secondary School Certificate (SSC) and Higher Secondary School Certificate (HSSC) throughout Pakistan. Its primary purpose is to improve the quality of education by making examinations of reputable standard more accessible to Pakistani students and having them increasingly valued by leading higher education institutions in and outside the country. In 2000, AKU-BOT approved the recommendation of the task force to establish and examination board. Its principal aim was to offer high quality public examinations using modern methods of assessment to test achievement within the national curriculum in order to enhance the quality of education. AKU-EB from the beginning was envisaged as a small undertaking which would be able to serve as a role model to have positive impact in field of education. There has been great amount of funds poured in to AKU EB. Besides AKU, USAID supported through the Governments Educational Sector Reforms throughout Pakistan . After the initial start-up period of five years, the University expects to become solely responsible for AKU-EBs financial affairs. The general objective of the AKU-EB is to design and offer high quality public examinations in English and Urdu based on the national curriculum for secondary and higher secondary education. It also arranges training sessions for teachers to develop appropriate learning materials to prepare teachers and students for the new examination system. It is intended to serve as a model of internationally recognized good practice in order to enhance the countrys capacity for educational assessment and tests, and therefore to improve the quality of education in schools, and through them, the quality of education in the national universities. The concept of human capital and education revolutions intertwined because formal education is an important factor in human capital formation. One of the objectives of AKU EB is to improve school environment by improving their curriculum by changing assessment strategy. Generally an individualà ¢Ãƒ ¢Ã¢â‚¬Å¡Ã‚ ¬Ãƒ ¢Ã¢â‚¬Å¾Ã‚ ¢s levels of human capital are raised producing better school results. Hence this effect the policy making in public and privte sector involved in educational reforms. Education is an investment in human capital, that is, in the skills and knowledge that produce a return to the individual in the form of higher earnings. Education also has social returns or spillovers. The presence of educated workers in a region enhances the earnings of those who, regardless of their own educational level, work with or near educated workers. I would be interested to know about how AKU EB is measuring its impact on schools and teachers. How it can be explained by human capital development theory perspective? How is it investing in building infra structure and equiopment and training? What are individual and social returns of AKU EB efforts? Case Study of Infection Control Mr Jones Mr. Jones is a 72 year old Gentleman who was cared for in an acute medical setting, to ensure patients confidentiality is maintained (NMC2009) his name has been changed. Infection control is a fundamental aspect of a nurses role, as well as the responsibility of everyone who works within healthcare systems (Department of Health (DH) 2006a). Infection control and the prevention of all infection remains a major goal within all healthcare settings, and lies with all healthcare professionals and personnels responsibility to ensure this is achieved. The NHS and healthcare systems have specialised infection control teams to ensure an effective infection control programme has been planned and implemented, also regularly evaluate the effectiveness of programmes and update their findings. The infection prevention and control team provides advice about the prevention and management of infection including outbreaks of diarrhoea and vomiting, as well as promoting education and awareness to patients and carers. They work closely with staff and senior members of the healthcare setting to ensure that correct policies and procedures are adhered to. (www.nhs.uk/infection-prevention-and-control/). Healthcare consists of a multi disciplinary team and all professionals must work together in order to encourage the effectiveness of the infection control programme is achieved. Microbiology has become an advanced science in the investigation of infections and the management of their control in the hospital setting, the study of living organisms that are so small that can not be seen by the naked eye, Microbes are everywhere, they are able to survive in almost every conceivable environment(J.Wilson). Many species of bacteria exists as well as virus and other micro organisms, but thanks to advance scientific findings a very small proportion cause disease and infection (J.Wilson). The student nurse acted appropriately and was aware of following the NMC guidelines at all times within the clinical area of placement, and adhering to confidentiality guidelines and ethical policy. The student nurse was called to assist Mr. Jones who had alerted the staff on the ward that he was in need of assistance in the toilet. When entering the room it was obvious to the student nurse that Mr. Jones was distressed. Mr. Jones had been incontinent and defecated on to the floor of the toilet and surrounding area. The student nurse gave reassurance to Mr. Jones to encourage the relief of his anxiety and distress, making the care of people your first concern, treating people kindly and considerately. (NMC2009). According to the Bristol stool chart the stools that Mr. Jones had passed were type 7, the Bristol stool chart shows seven categories of stool and was developed by K.W Heaton and S.J Lewis at the University of Bristol and first published in the Scandinavian journal of Gastroenterology in 1997. Types 5-7 according to the Bristol stool chart may indicate diarrhoea and urgency, with stools passed watery with no solid pieces which presents entirely liquid. The Bristol stool chart is an extremely useful guide as having a reference to adhere to gives the healthcare professional a better understanding and descriptive way of passing on information regarding their patient, a great deal of information can be learnt by the consistency of the patients stool as to indicate if their is any cause to be concerned, Clostridium difficile is an infection which is seen within the healthcare setting such as the hospital or care home, and was first recognised in the late 1970s, it does not present a problem in a healthy person but can present a problem in people who have been taking long term antibiotics, as this can interfere with good bacteria within the gut which can encourage C.difficile bacteria to multiply and produce toxins which causes diarrhoea and vomiting, C.difficile is more common in the over 65 age group, and can be spread through cross contamination from patient contact, via healthcare staff or via contaminated surfaces within the environ ment. Healthcare environments are constantly battling against outbreaks of infection with implementing effective control measures which the infection control teams have implemented in guidelines from policy and procedures, in many cases time of outbreaks can not be determined but effective control measures can prevent the spread of infection to other areas, Norovirus which can present huge problems and stress to the healthcare setting can usually be determined to present in the winter months, vomiting and diarrhoea can present any time outside this time frame and procedures will be a duty of care to adhere to, to minimise the risk of the spread of infection. An outbreak within the clinical setting may be defined as two or more cases of the same infection which are linked in time and place and any suspicion of an outbreak must be reported and documented to the relevant departments. (The Health Act 2006). Having identified the risks of potential cross contamination and infection the student nurse intentions were to ensure that the necessary precautions were adhered to. Protective clothing such as gloves and aprons should be worn in accordance with the standard universal precautions policy. Staff can be at risk of infection or transference of pathogens if they do not comply with good infection control practices. Essential skills clusters for nurses. The student nurse prior to assisting Mr. Jones any further made sure adequate protective clothing was worn with putting gloves and apron on. Wearing uniforms or protective personal clothing is affected by current legislation. (Health and Safety at work Act 1974). The student nurse had made the decision not to wear added protective clothing as in this situation her personal judgement did not feel it necessary, face masks and eye protection are not always necessary for most intervention or activity to prevent cross infection, however, when there is a likelihood of accidental splashes from blood, body fluids, secretions and excretions to the face they must be worn. (Arrowsmith 2005, p.81, Pratt et al.2007). The first priority of the nurse is the patient, so that they feel comfortable and less distressed about the situation, Make the care of people your first concern, treat people as individuals and respect their dignity (NMC 2009). It is a general legal and ethical principle that valid consent must be obtained before starting treatment or providing personal care for a patient. Explaining clearly the students intentions to Mr. Jones was important to ensure that Mr. Jones was informed and consented to the student nurse helping with personal care he was to receive, you must ensure that you gain consent before you begin any treatment or care (NMC2008). Mr. Jones mental capacity was at a satisfactory level to have the ability to understand what had just occurred and made the informed personal choice that the student nurse could assist him with resolving the situation that he had found himself in, For consent to be valid, it must be voluntary and informed, and the person consenting must have the capacity to make the decision.( www.nhs.uk/conditions/consenttotreatment). The hygiene needs of Mr. Jones were met, using soap and water and clean underwear and gown was supplied. Hygiene needs are an important fundamental role of the nurse, and the protection of the skin and ensuring the patients skin is left clean and dry. Skin care is critically important, remembering to cleanse and protect the skin, especially if the skin has been exposed to urine or stool, also being aware of damaged skin, which can lead to infection, especially serious among the elderly. As well as infection it is essential to promote the prevention of skin breakdown, again, especially within the elderly. The presence of urine and faeces on the skin increases the normal PH of 4.0 -5.5 and makes the skin wet. The rise of PH and excess moisture increases the risks of tissue breakdown and infection. (Ersser et.al.2005). This also ensured that cross contamination of any possible infection did not pass onto any person on the ward and contamination of the surfaces at Mr. Jones bed space. Ba cteria may multiply rapidly to create a source of infection, provided that a suitable vehicle transfers them to a susceptible site on the patient. (Infection control in clinical practice, J.Wilson). Appropriate handling of infected items is the key to minimise the risk of transmission and cross contamination within the clinical area and responsibility of the student nurse and all other staff within the clinical areas, removal of gloves and aprons after use should be exposed of in the nearest clinical waste bin and soiled linen placed in a red linen bag. Contamination of the environment is a necessary duty of the nurse and the relevant domestic staff on the ward was informed of the area of risk, NHS Infection control precautions policy states, that spillages of faeces and/or vomit must be cleaned up immediately using detergent and water. The area should then be disinfected using a hypochlorite 10,000ppm (Antichlor Plus) solution. Prior to the student nurse escorting Mr. Jones back to his bed space within the ward necessary and crucial hand washing was carried out thoroughly and encouragement for Mr. Jones to carry out the same precautions were implied, by doing so this action dis couraged transmission of pathogens and possible cross contamination. Hand decontamination is a low tech clinical intervention that can prevent transmission of infection (DH2006b). Unclean hands have been shown to be a significant vehicle for the transmission of micro organisms and contribute to outbreaks of infection in healthcare environments. (Pratt et al 2007). A healthcare professionals role and responsibility is to collaborate with those their care at all times and to encourage education and understanding about their individual promotion of health and wellbeing, NMC, Standards of conduct, performance and ethics states that, you must support people in caring for themselves to improve and maintain health, and recognise and respect the contribution that people make to their own care and wellbeing. The student nurse encouraging Mr. Jones to wash his hands and help with his personal care can encourage promoting Mr. Jones independence and mental wellbeing as well as encourage the understanding of the importance of discouraging of cross contamination within the environment. A senior member of the nursing staff was immediately informed regarding the situation with Mr. Jones as the information was important with the care he was currently receiving and relevant to any future care that he was about to receive, as well as the possible risk of infection as type 7 stool poses to the environment. The need to respect peoples confidentiality is a duty of care to the patient so it would be necessary to ensure the patient was informed that any information passed on was in their best interest, NMC 2010 states, you must ensure people are informed about how and why information is shared by those who will be providing their care and you must disclose information if you believe someone may be at risk of harm, in line with the law of the country in which you are practising.

Since the vast majority of the Earth's plant and animal life lies within the borders of developing nations, efforts to protect global biodiversity through the promotion of environmental conservation have largely been focused in the global South. Because of this regional focus, financial mechanisms have been seen as an effective way for groups in the industrialized North to promote their environmental interests in the developing world. Debt-for-nature swaps, which became popular in the early 1990's, are one such mechanism in which an indebted developing nation agrees to invest in conservation projects or environmentally friendly actions in exchange for the cancellation of a portion of its foreign debt by a creditor.
